If there was one African country that was inhabited solely by Europeans, would that country need foreign aid?

How is it that this country remains inhabited solely by Europeans? Living in Africa arguablely makes them African. After the first generation, their kids are definately African. Do they prohibit reproduction in Nazi Wakanda, and instead continualy ship in new immigrants from Europe?
Possibly they would, yes, considering white people are more vulnerable to African diseases, hence the old name Fever Coast. Also, just like Leo's character in Blood Diamond, some Africans by birth, are indeed white.
Quick question: Would these presumably white Europeans occupying this country emptied of its native population (through means I’m sure you would consider racist if included in a history class without severe whitewashing) be the beneficiaries of the land’s natural wealth and the subject of fair trade or would they be operating under the same handicap as the previous occupants where everything of worth has already been claimed by foreign powers who deliberately wall them off and hold all the cards as far as international trade and politics go and are entirely willing to arm warlords that take prisoners to work as slaves collecting valuable minerals so that they may be bought for a pittance and destabilize the area just to ensure there are no enforced legal minimum workplace standards or that a preferred religion or political ideology - even in utterly twisted and bastardized form - maintains dominance in the area? Would they still have the political clout of their homelands to bring to bear as a defense?
Because those problems aren’t a matter of colour, colour is the smokescreen thrown up to hide bloody hands while everyone else washes their hands of responsibility because somehow that just gets easier if somebody looks different from you, those are a matter of political proxy wars and complete corporate unaccountability tolerated because of the difference in power between the victims and the beneficiaries.
