Y'see, as we have had this thing in our electoral process called ‘Postal Votes', as they're one of the ways that said Conservative government were elected in mid-late December last year, ergo…!
The Constitution is a document that defines, in the highest possible terms, the rights and responsibilities that American society should be based on; not a document that exhaustively details every possible aspect of law. (That’s called “legistlation”… you know, the end product of the body you’re trying to get elected to?).
