Tattoos are an identifying mark among criminals in Russia: certainly those in the Mafiya. In Japan, tattoos are a hallmark of membership of the Yakuza.

Elsewhere though, attitudes are different. It's not uncommon for certain men to have such from when they were in the US Marines; once you join, you're a Marine in perpetuity, regardless of later civilian life.

Years ago, I lived next to a man who had tattoos: of his time during WWII. He was among the 8th Army in North Africa. Oh, he'd had dealings with the Waffen-SS then.
