If it was Senator Cruise, he might do it. But Rush Limburger isn’t an elected official, a soldier, or anyone of similar import.
Would you expect the flag to be put half-mast when Stephen Colbert, Ellen DeGeneres, or Oprah Winfrey die?

But, no. I could be wrong, but most of what I've found on the half staff flags is really flown at half mast for private citizens. If there are cases I don't remember that's fine, but it is more the exception than the rule. But even then, the person would have to do something to help their fellow people and live a life that would make them an object of national mourning. Rush Limbaugh did not and was not.
While he certainly had a massive audience and helped shape national politics for decades, it wasn't for the better. He was part of the reason for the current political landscape. A hellscape where things are particularly divisive, insulting the opposition is a matter of course, facts are optional at best and discouraged at worst, where changing your opinion based on facts is a sign of weakness, and where the other side is just evil. He's a main reason for the decline of journalism and rise of opinionated morons on TV and radio who people treat like news. He was a cancer on America, it's fitting cancer took him out.
Limbaugh’s only legacy is, by his spewing of hatred when he gloated over AIDS patients dying, his proto-incel declarations about women serving in juries, made apologism for torture and told COVID was nothing. The only saving grace is him giving to leukemia charities.

How about a heartfelt full-Roman Catholic funeral for a squashed housefly or a huge granite memorial for all the mosquitoes zapped in Mr. Murphy’s bug zapper on the night of August 8th, 2008?
How about we mourn the loss of popularity for a single Internet meme… like a five day long memorial retrospect and 21 Gun Salute for “The Hamster Dance” or “Leekspin”?
Rush literally stood for the belief that Biden and everybody left of McCain was an enemy of the United States. Honoring him necessarily involves agreeing with that.
Why the fuck would Biden do that? Why would he intentionally and publicly agree with the gullible assholes that believe that sort of bullshit?
