Putin didnt come into power until December 31, 1999. And that was after at least 8 years of the former USSR officially disbanding on December 26, 1991.
And only a hardliner like Putin was able to get support for office due to the USA violating the 1990 Baker-Gorbachev agreement and trying to turn former Soviet states into vassal states of the USA.
So let's not speak of "oppression" given that the USA using the CIA has put in many oppressive governments worldwide in the past and present.
