They tell you who you CANNOT marry: Underage (because consent). Non-human (because consent). If they’re not citizens there’s extra paperwork.
You can’t marry a second time without dissolving the first marriage.
And it’s for the protection of innocents. Limitations on ‘freedom’ is a trait of societies. Not only dictatorships.
