The definition of the #racist tag uses the term broadly to cover pretty much all xenophobia, both to preclude “X is not/is not claimed to be a race” arguments. Racists being one of the classic “Say The Darndest Things” along Fundies and Conspiracy Theorists.

I’d think killing or enslaving foreign citizens would not exactly endear the US to other countries.
