Certainly some people have made dealing with refugees very simple for themselves by treating them like criminals. If the shit hits the fan, many in the US have the requisite ideology to mow down millions of inconvenient people, or to let them starve.

What these groups did in Peru, what these movements always do, was strike at people within reach. Shop owners, poor villagers, subsistance farmers murdered or conscripted at gunpoint. The super rich, elite classes in Lima just hid behind walls and waited, while tens of thousands died.

By the way, I am not totally sure how close this is to being the mainstream "conservative" position in the US. It might be popular enough to start a civil war, which does not require anything like a majority to begin.

The Shining Path never had much popular support, e.g. just guns, assholes, and a place to hide. That is enough for a small number of people to cause tens of hundreds or thouasands of deaths, fuck up an economy, and lead (ironically) to vast government abuse.
