Wrong. Aid programs slow the trend which, if real (since the graph has no source), is probably being caused by pollution, disease, and malnutrition.
One example is of how poor sanitation may lead to birth defects - a fact that can be mitigated purely by education.
Lead and mercury poisoning in children can also cause lifelong cognitive defects. This exposure can occur, among other ways, in the following manner:
"Health-damaging exposure to environmental risks can begin before birth. Lead in air, mercury in food and other chemicals can result in long-term, often irreversible effects, such as infertility, miscarriage, and birth defects. Women's exposure to pesticides, solvents and persistent organic pollutants may potentially affect the health of the fetus. Additionally, while the overall benefits of breastfeeding are recognized, the health of the newborn may be affected by high levels of contaminants in breast milk. They drink contaminated water for a lack of options - a fact aid programs try to change.
Aid workers also promoted the use of condoms, especially in Africa where AIDS is rampant, both to prevent STIs and as a means of birth-control. Unless the OP considers the Catholic Church a leftist organization, it was the reactionary right that fucked up the program.
I could go on, and in a lot more detail, about how many ways the OP is wrong.
Ha them dumb libruls with their science and their universities and wasting their money on early childhood education program whatsits teaching kids to read when they should be out there learning how the world works and what have you.
They should act like real Americans and make their kids get jobs to pay for their own fancy book learning if teaching themselves to read between shifts at the paper mill ain't good enough for them little Marxist majesties. Don't know why they would, though, it ain't like they'd learn nothing that'll get them further than trusting in them their Bibles, long as my pastor knows how to reads it for me.
... Seriously though, how exactly does sending aid - including educational material - to Africa cause the literacy rate to drop elsewhere? And why exactly is it not the anti-intellectualism and outright hostility to the very concept of education on your side of the political spectrum that's not under suspicion?

Oh. I think I figured out what he was implying. It's the continued survival of "low IQ" Africans he thinks drags down the world average, not the enactment of political ideology or attempts to proliferate education. First it's adorable he thinks outside kindness is the only thing keeping a continent alive. Second that just suggests his preference would be ethnic cleansing, which is less adorable.
We’re not the ones spewing lies about condoms causing AIDS. We’re the ones who want to provide people with proper sex-ed and access to affordable contraceptives. We want to reduce the number of unwanted children in the world, while the rightists seem to want to increase that number.
The dumbing down is the responsibility of the ones who refuse people access to education. IQ is just the ability to answer test questions correctly. Without education, people are less used to tests.
The dumbest people I’ve seen are poor white people voting for Republicans against their own interest. People like the guy who wondered what Obama was doing shortly after 9/11, as if he was in charge then. Obama was probably still teaching law in 2001. It was the Republican that was in charge then, Baby Bush, Dubbya Shrub, and he kept on reading The Hungry Little Caterpillar or whatever the book was called, after he got the information. Sure, he was probably in shock and tried to work out what to do. And now he has been demoted to the second-dumbest US president…
