I would think the “problem” would solve itself if there were enough black adults looking to adopt black children. In fact, the entire long-term foster care could be dismantled if there were more adults willing to adopt. Too bad those “prolife” people objecting to abortion aren’t willing to step forward.
I just did some googling and pretty much every book I could find on the subject were written by adopted people telling their story of how much it sucks to be adopted by white people, so maybe there's something like that behind this. Personally I'd say having parents must be better than being raised in an orphanage, but I'm not adopted so what do I know.
I feel like the ideology behind this is probably centered around the likelihood that white adoptive parents are less likely to know how to care for black children as intuitively as they would care for white children. For example, learning about the sorts of health problems that affect black people at a higher rate. Or how to care for black hair. Or just being unable to empathize with and understand their adoptive children’s experiences with racism. HOWEVER. This does not mean it should be illegal to adopt a child of a different race, it just means that adoptive parents need extra guidance on how to raise a child that will have needs different than their own.
