The military does tend to attract psychopaths, however, psychopaths are unwanted in the military because they endanger the unit. So most militaries have a procedure to weed them out.
Sadly it doesn’t always work, like in this case for example.

He hasn't been named, and he was released after questioning, according to the San Diego paper. Claimed he thought she was older. Another big question is why she wasn't stopped at the base gate, where guards didn't even ask for ID, much less authorization to be there.

Well, that depends on the base’s security stance. Sometimes they make you get out of the car and search it thoroughly, sometimes they see the driver’s ID and wave you through. It’s also possible he could get her into the barracks area but not into a more secure part of the base.

I’m so glad i stopped going onto bases every day. Whatever they find in this investigation, it’ll become a heartache for security, both civilian and military checkpionts, and anyone entering the base, the limited area, the controlled area, lower base, the wharf….

I’m particularly impressed with Andrew’s claim that she had sex with every man on the base, in the space of 20 days. Not only is that a lot of sexual activity each day, but also, most US Marines are not going to have sex with someone who is obviously underage, and quite a few of them are going to beat the crap out of whoever is pimping her. Oh, and turn him in, which I’m guessing is how he got caught.
