If you're foreign-born, you have to show proof of citizenship. I thought my having an expired VA drivers license was proof enough, but I had to dig out my paperwork from the U.S. embassy to satisfy the DMV.

My comment that they had never seen a foreign birth certificate was a dig because I live right outside D.C.--close enough to watch 4th of July fireworks at the Washington Monument from my balcony.
