We’ve had transgendered individuals for quite literally thousands of years. Back to Sumer and the worship of Inanna, who could change a worshiper’s gender.
THEY have not historically forced cis-women to be exposed to transphobes to prove they’re not transgendered.
Homophobes like JK, however, have made a long history of being ignored into a legal and political issue that empowers the phobic, and harms everyone for their paranoia.
This was a biological woman using a women’s bathroom, until some fuckhead thought that THEY needed to be satisfied as to the woman’s womanly credentials.

This is a bit different in that the OP is not blaming the victim but an entire group of people which, presumably, neither the victim nor the perpetrator belong to. (That is, assuming both are cis.) Admittedly, there are no common narratives which cover that sort of thing, so it’s hard to use any as a metaphor. Though in the actual incident the server faulted the victim for dressing like what she thought a trans person “looks” like. Never mind that, in both cases, the conservative stereotype of a “trans person” looks far more like a butch cis lesbian or a genderqueer enby than any trans woman I’ve ever personally seen.

And this is why a lot of these anti-trans laws are so vague. To give assholes permission to not only go after trans people, but also people who, in the asshole’s opinions, “look trans”. The result is that anyone who doesn’t appear heteronormative gets harassed and humiliated in case they were “actually trans”, and helps perpetuate Christian patriarchy, which is what the guys behind the laws REALLY want.

Because rather than blaming the harassers, the OP says we should instead blame their targets — and make no mistake, trans people often are that, just like the cis girl in question. And that’s without even going into what you said about the actual incident, which is clearly a case of blaming the victim.
