I think part of it, ironically, can be blamed on educational advances.
When our grandparents were told "Take this shot, scientists made it to help you," they had no grounds for doubting that.
Today, people have vaguely heard of antibodies and autism and eugenics, etc. So when told the same thing, Dunning-Kruger kicks in and they think they're qualified to argue about it.
