What? Cause a catastrophe that will probably result in the country coming apart at the seams just to prevent Trump from being reelected? That makes sense. I guess the new head of the DNC is Doctor Doom? In reality, some evil deep state would just have Trump and other key Republicans secretly murdered in ways that look like accidental deaths. I mean that's bullshit conspiracy theory nonsense too, but at least it's something that could happen in real life.

Why are you assuming that the House would be the one devastated; while the Senate was unscathed enough to continue its business?
If the November elections are called off that includes the elections for members of Congress that happen at the same time as the presidential election. The entire House of Representatives is up for reelection at once but only one third of the Senate is up for reelection. The idea here is that the House is emptied because they can't elect new Representatives, but the two thirds of the Senate who weren't up for reelection remain in office.
I just looked it up and it looks like the President pro tempore of the Senate would become the new President if there is no VP or House Speaker either, or if that post is vacant, the Secretary of State (and a bunch of other secretaries after that). The cabinet members don't leave office until the President asks them to resign, right? So, I guess you'd end up still having a Republican president. Oops. In any case, I don't know whether the Democrats would end up with a majority in the Senate in such a case, but I do know that they can't pass laws without the House so the Republican-led executive branch would have all the power. I guess the Senate can control who the new President appoints to various executive branch positions but that's not much. And if there is no President, then the Senate by itself is completely powerless, so essentially each State's government would be the only legitimate authority across the country. No matter how you look at it, this plan in absurd.
