I don’t know about the situation in Canada, but I know that US reservations only have the authority to punish very minor crimes, with any major crimes being the responsibility of the Federal authorities… who routinely neglect those cases. Consequently, criminals in the reservations are free to roam and commit more crimes for many, many years, if they ever face justice at all.

Also, evil people from priviledged groups are more likely to be in a position where they can fulfil their evil desires (whether we’re talking about greed, cruelty or perversion) by means that don’t require physical violence, that don’t require them to get their hands dirty themselves, that are not technically illegal (or at least crimes they are likely to get away with), than evil people from marginalised groups. Why kidnap, rape and murder people when you can just extort sexual favours from your employees, silence them through your economic power and possible damage to their reputation, and rest assured that, even when they finally speak out years later, there will be people who will defend your actions while slut-shaming your victims?
