Even if that were a thing, why would it be the Department of Transportation who does that and not some relevant institution like the Treasure or whatever the US ministry of finance is called?

Getting a patent does not mean that the invention would actual work, just that the application fulfilled the formal criteria. Such devices claim to perform feats that are usually physically impossible, and indeed, even when they don’t postulate some new physical principle or force that has never been observed by non-crackpots despite supposedly being so easily harnessed that it is a feasible solution to world problems, whenever a crackpot/charlatan actually releases information on how their wonder device is supposed to work, they are always relying on fundamental misunderstandings of the physics involved - usually the very same misunderstanding that countless other cracks have already fallen trap to and which have been already debunked and refuted as illusions entirely explainable by known phenomena and/or fraud countless times.
