This is the sort of conspiracy theory that seems to be the easiest to disprove.
Three words: Elon. Fucking. Musk.
The richest man in the world is on Twitter constantly and had his brain rotted by it just like millions of ordinary people, possibly even more so since he was able to make it give him more of what he wanted to hear.
Numerous authoritarian regimes collapsed because their leaders ended up believing their own propaganda. They’re human, they’re not immune to psychological manipulation.
On top of that, movies/tv shows that could only be shown to the elites would be **worse**, not better, and you should realize that as soon as you consider how these movies would be made:
1. They would be made by sellouts willing to forego fame and a wide audience for extra money
2. They would be made within too narrow a circle to generate sufficient feedback for the creators to improve
