TERF stands for Trans Exclusionary Radical Feminist. If the ‘Radical Feminist’ part isn’t true, the person is just Trans Exclusionary.

Nope - they seize on the statistically very small issue of whether someone who outwardly resembles a bloke in a dress can go in the Ladies, and make themselves single-issue campaigners on that using ‘the safety and protection of children and women’ as a rallying cry, much in the manner of religious fundies. The existence of the website Ovarit proves me correct.
