The way the system works, the electoral college never meets as a single group. Rather, electors meet in each state separately in December to vote and then send those votes to congress. Congress then counts the votes and certifies the result of the presidential election. That happens in early January, I believe. So that would probably be the time to have everybody there. All these delays were once necessary to give time for mail and people to travel across the country. Really, what we need to do is just throw out that dumbass electoral college nonsense altogether and elect the president based on a popular vote. Because of the way amending our constitution works, changes like this are difficult to make.
