And the premise was that those deemed non-contributers - starting with those who were failing school hence the title dropout - were immediately forced into any unskilled labour available with sex work being the go-to for women and inserted into pretty much every situation that can be claimed as stress relief including competition for the highest test scores at prestigious schools because it's porn.
The thing is, in the premise it's stated this applies to men too. So the bloodbags waiting to be bribed out of their uselessness would not be getting government mandated hookers and the ability to lord over women as an underclass, far from it the best incels could hope for in that setting would be to end up in the sex industry themselves servicing exactly the kind of women they most hate... Except they're pathologically incapable of getting a woman off so they'd more likely be relegated to shovelling shit or something similar with no right to refuse and occupy the dirt under the lowest rung of the social hierarchy.
Furthermore as the story unfolds it's pretty clear this system is backfiring. Formerly high performing students see their grades plummet indulging their sex addiction or developing psychological issues, some like the female lead - a former stock perfect overachiever who continues to tutor the protagonist to make sure his grades stay up so she remains for his exclusive "use" which pushes him to the number one spot - outright throwing away hope for the future seeing their worth to society boiled down to crude gratification and how quickly they might lose a lifetime of effort, fights over girls and the status they represent break out, it's damn near impossible for authority figures to keep order, there's even subtle indications of wider social unrest and impending class warfare, etc. It is of course way more focused on sex because again, porn, but the elements are there under the sex.
Man, they can't even get their porn right and it's what they confuse for real world logic.
