This is appropriate for all the wrong reasons. Go to the extreme effort of dragging Magikarp through as many encounters as possible and it evolves into Gyarados just like if you go out of your goddamned way to pass an extremely contagious virus around it evolves into a much more lethal version of itself.
The rest of the world kept magikarp on the bench and it remained only as dangerous as when it started. Your murderous laser breathing sea dragon laying waste to the population is all on you.

Considering how they are fighting against vaccines, facemasks, or even just the idea of staying away from other people when sick, they might just as well be right-out worshippers of Nurgle, the chaos god of disease from Warhammer.
Sure, because a disease which is able to cause enough health issues to overwhelm ICU, along with leaving heavy harms to patient, is as harmless as cough.

Or you could catch a Magikarp on Level 19+. And levelling Magikarp up’s easier in later Pokémon games.

Technically Gyarados isn’t a dragon & is much more of a physical attacker. But yes it’s dangerous.

Mutant variants show up faster where the virus isn’t contained and vaccination neuters the mortality rate. So I blame anti-vaxxers and those that deliberately undermine containment, both of which are the most active in the US where disinformation was an official government policy at a critical junction and as a direct result suffered by a vast margin the most infections and fatalities in the world.
The world dealt with Magikarp by comparison to what damage was done in the US and to a lesser extent Canada since we caught the contagious mental illness that MAGA carries, and it took an active concerted effort to make the environment so lethal as people who tried to limit the damage of their own volition got overruled by a corrupt legitimate authority that was more interested in looking “strong” than dealing with a problem it denied existed or overpowered by a slobbering mob held to no consequences for breaking the law and in fact legitimized either because it served the messaging campaign of the corrupt or because sensible people lacked the spine to come down hard and overcorrected an attempt to look fair. Where vaccinations are embraced they can, for the most part, keep ahead of new variants instead of being woefully outpaced or rendered nearly irrelevant by groups spreading full-strength rapidly evolving strains between each other.
