There really isn't a whole lot stopping him from running off and living in a shack somewhere. Quite a few people do it, and from what I understand, they're generally left alone unless they cause mischief on the land.
At least, there are a few of them where I live - trappers out in the bush who make their living that way, off-grid hunters. From what I understand of them, if they leave the government alone, the government leaves them alone.
It's the ones who try to start with the sovereign citizen bullshit who get into trouble. A guy could go here without filing his taxes for 20 years and not get in trouble, but if he starts calling the Charter Rights into question, he catches the government eye. We have whole communities here who don't pay certain taxes - Mennonites, Amish, Hutterites,
There are some courtesies most follow such as getting hunting and fishing tags.
