I’m reminded of how all charity shops in Britain are now allowed by law to sell electrical/electronic items, as long as two conditions are met:
1- They must be tested by an experienced electrical engineer to ensure they are fully functional
2- The shops must offer a minimum 30 day guarantee: including refunds
And it’s all down to those for the Dove House Hospice here in Hull. An electrical engineer was so impressed by that charity’s care of his terminally ill wife, he came up with an idea: accepting donations of electrical goods. He would test them for their charity shops for free. My local MP brought up this issue in Parliament, which was debated & voted on: it also set the precedent, because if one charity’s shops - Dove House Hospice - could do so, therefore those of any other registered charity could do the same: as long as they fulfilled the above conditions.

RIP John. You ensured charities could gain even more whilst people could buy useful items from such, thus win-win for both.
And not rip off people with offering nothing.
