Two hundred million years ago would be just after the Triassic extinction, the very beginning of Dinosaur dominance. Certainly not impossible, but it strikes me as a strange point to take off.

Dinosaurs and snakes are only distantly related. That would be like crackpots among distant descendants of ravens some dozens of millions of years from now claiming that non-talpid placentarians did not go extinct, but evolved into unseen egg-thieves that secretly rule the world, as evidenced by early civilisations worshipping spinokangoroos as gods.

Snakes are remarkable and often highly dangerous - despite, indeed, even more so becaues they are not necessarily big, indeed even easily overseen, but still can doom you to a slow, painful death by merely biting you at all, no matter how little damamge the bite itself does - creatures. Of course, people would form superstition, and from there eventually mythology, about such beings. And of course, it is not surprising if they often play the role of a sinister, insidious and/or delayed-but-devastating threat - and even less so if early Western anthropologists in their Christian cultural bias overrepresented the importance, prevalence and typecasting of serpents in such a role in world mythology.
Oh, and also, this is nothing unique to serpents at all.
