You know what really caused the birth rates to be lower? Having everything but stupid expensive, and living in a industrial society, where having kids is often a very expensive thing for people, and unlike in the past were people had lots of kids, that also had the caveat of most of them not being able to make it to their teenage years because child mortality was far higher back then, same goes for the woman to make it through the birth. If you want to have people make more (specifically white since you clearly only want white people to have kids) you’d give them enough money to survive and make consider having a family.
