Exactly. Take Skyrim for example; yes the dragons returning are the primary threat of the main story, and it’s in their nature to be destructive, but as Paarthurnax shows, they don’t have to be. As he literally asks the player “What is better? To be born good, or to overcome your evil nature through great effort?" It’s SUCH an impactful quote that resonates with me still. Paarthurnax isn’t wise and benevolent because he was made that way (in fact his name even translates to “overlord cruelty”), but because he chooses to be.
And also, you know, anime like Dragon Ball where dragons are “just” wish-granting beings. Or films like How to Train Your Dragon, where they are animals like any other, neither good nor evil. Or even Pokémon, where Rayquaza and Zygarde are the two biggest protectors of the earth from threats.
Tl;dr, in fiction dragons are far more “powerful forces of nature” than outright “evil demons”.

Make me think of the Monster Girl Encyclopedia myself, where Dragons (and variants) are overall the most powerful variant of monster girls, but just as non-lethal and horny as the rest.
