The word new is doing a lot of work here.
Do you mean the latest model? You technically have a point here, but tarrifs won't stop the wealthiest from getting one.
Do you mean freshly manufactured? Tarrifs are going to be a problem even for older models because they still have to be imported.
Do you mean new to you, as in refurbished? Again, tarrifs will cause prices to go up because there are only a finite number available and parts would still have to be imported.
Do you mean buying used? There's still a finite supply, which will dwindle as they need to be repaired or replaced.
In short, broad tarrifs will make things worse no matter how you look at them. And you can't weasel out of the problem by telling people to go without things you decide aren't necessities.
